Yes, Taric is strong.
He's best with a strong early AD with good burst since Taric's burst is pretty much the strongest of all supports. You can zone people from the brush and kill them if they come into stun range. If you're going to play defensively don't bother with him, his heal is fairly awful and his lategame isn't that strong.

Taric is one of my more used supports. I find tankier supports like Alistar and Taric to be better than the classic "Heal-n-Shield" supports like Soraka, Janna, and Karma. I find their sheer beefcakey-ness makes them more powerful in teamfights, as they are able to take alot of punishment, whilst supporting. For sake of simplicity, lets look at Taric vs. Soraka
Taric:
Strong multi-target heal with low(sometimes) cooldown
Beefcake
Innate Aura for your team/carry
No mana problems(assuming you hit things)
Ultimate improves the entire team
CC-Stun
Soraka:
Strong heal with an armor steroid, long cooldown
Reduces enemy Magic Resistance if you can keep the pressure on them
Restores mana to others, but can have mana problems
Squishy
Innate Aura for your team/carry
Ultimate saves lives across the map
CC-Silence
The only real noticable differences between the two would be their Auras, the nature of their supporting means, and their beefyness. Taric provides Armor, a Stun, and is a more agressive oriented rock.....Soraka gives Magic Resistance, a Silence, and is a squishy backline medic.
Since you will be fighting an AD carry and an AP support on bottom, Taric's aura is considerably more important than Soraka's(albeit she doesnt have to spend a skill point or two to get her's)
Overall, I would recommend Taric and Alistar over Janna and the ilk.

I play support alot, so i see alot of great players and great combos and how they work. If you want to support as your main, you need 3 to 4 different characters, to pair with different AD carries and 2 different roles. The "traditional" meta in use now, and the less traditional but much more fun "kill lane". As far as "traditional" meta support the best tend to be Taric, Soraka, and Alistar. Ez Soraka bot=GG. The traditional support in the meta basically says that the AD carry gets all the farm, and the "support" job is to make sure the AD carry health bar stays full, one way or the other. Taric is def a viable option in hight ELO. I would suggest owning all 3 so u can counter pick to almost any situation. But for the much more fun "kill lane", there are 2 champs that do the job exceedingly well. Blitzcrank and Maokai both run excellent Kill Lanes. Maokai also is an excellent Zoner, which can win lane by denying enemy champs exp and gold from a mile away. When I as maokai partner with a good ez, we ALWAYS get our first kill lvl 2, and usually First Blood. Of the two, a very good Blitz is probably the best Kill lane supporter, but im kind of biased towards my favorite tree <3. I would suggest you own these two characters as well, if you want to be knows as a Supporter Extraordinaire. Hope this helps XD

Arguably one of the best supports for early game. He has a great single target CC, Armor debuff, and multi-target sustain. His late game isn't quite as game-changing as some other supports such as Janna, Sona, Lulu, and basically all others that have an AoE CC. He is the only one that gives his entire team a massive damage steroid though.
