Just reading the description : it is not any kind of % cdr, it is a brut -x second reduction on Yi spells.
The CDR you have (zeke, elixir and stuff) will affect the half of you CD (before and/or after)
Spell used - Spell in cooldown (Part you can reduce with CDR) - half of the CD refresh cut by getting an assist - Spell in cooldown (Part you can reduce with CDR) - Spell usable.
I could get totally wrong here.

Lets say that Highlander has 70 seconds cooldown(this is just for example, I don't know exact CD). So with 40% CDR, Highlander has 52 seconds cooldown. If you get an assists, your CD halves and it will be available in 26 seconds. So first Cooldown Reduction and the cooldown time that comes after that, is halved.

Highlander has 100 second cooldown(changed for convenience), dropped to 60 with 40% CDR.
If you get an assist, it drops down to 30 seconds.
Highlander's CD reduction applies to the time after CDR is taken in to effect and stacking up to the 40% will not help or hurt it's effect.

So at lvl 3
Highlander 75s becomes 45s with 40%CDR. When getting an assist it gets reduced by half, so remaining CD will be 22.5 sec. As the spells duration is 12 s, that means that as long you get assists you will be 10,5 secs without highlander before you can activate it once again. With no CDR it would be 25,5.
Also your
Alpha Strike will probably get refreshed immediately with 6s CD.
My question is if its a good idea to rely on
Highlander's attack speed buff completely (and maybe that of youmuu's), because I feel it is a lot cheaper to get the CDR that comes with Zekes and Ghostblade than to get items like PD and MBR.

First statement true, second not. You CD would be 22.5 seconds. CD starts when the ultimate ends, so it would still be 22.5 second untill you can use it again, not 12 seconds.
Well Highlander is really awesome and you need it if you want to do some serious business. You could go your way, or go other ways, like one PD or such. Purely depends on your gameplay and what you wish to achieve. The main thing why Highlander is awesome when it comes to heavy duty killing is not AS bonus as much as "can't be slowed" effect.

Wrong. As it is not a toggle, the cooldown for the skill starts when you use the skill.

I'm currently investigating the effect of CDR on Yi, especially how it works with
I cannot try it out right now thats why I am asking here.
So assume you stacked 40% CDR, and you get an assist with highlander (-50% base cdr) does it mean highlander will get 90% CDR or (40+50*0.6)%=70% CDR?
And also would it be a good idea to stack cdr with GB, Zekes, and elixir in both scenarios
