I would build him as tanky dps with FoN and Triforce. Should also make him run fast. Combined with 1(
Ghost)/22/7 mastery and MS quints he will be still a terror then.
If Triforce doesn't suit him I get mallet+PD :P
Also items like Atma's and IE should be good at him.
Just build him like

Also, yes, they should come into account. Which means that to maximize his E damage on initiation, you'll actually want to build

For those boots, being in combat means having had an enemy attack or use a skill on you, or attacking or using a skill on an enemy. I build Mobility on support Soraka, and healing/Infusing my allies during a teamfight does not make me lose any MS.
This is important, because it means that if Hacarim does not get attacked while he is in the middle of his charge, he will have Fast Movement 5 when he strikes, not Fast Movement 2. His MS will not decrease until after the attack has taken place.
