In general, when teams with junglers play against teams without junglers, the teams with junglers win significantly more often. This is why jungling is standard, it works more often than the alternative.

It wouldn't really work because it's going to require a ton of wards as well as you're missing out on a lot of EXP from the jungle. The other support is also taking a chunk of EXP from the other AD carry. So in this case, the top lane AD carry will be having less EXP and will be as squishy. The overall team comp will be squishy compared to a beefy brute that normally does top lane.
Not to mention the enemy jungler has full reign of BOTH jungles, and essentially will NEVER not have blue and red together. The ganks would NEVER stop coming, enemy jungler would be WAY op and snowball out of control. This concept MIGHT work up to mid range ELO or as a surprise tactic with a perfectly balanced team against a blind, unsuspecting enemy comp, but other than that its not really viable.

they would have to transition perfectly to get ahold of that

I have actually been working on this for a while...
Yes, the jungler has free reign of your jungle, if you let him. Don't be stupid and leave your blue/red camps there. They also have to go out of their way to get all the extra experience, taking time off of ganks and leaving them open to get surrounded extremely easily.
If you have an AD Carry top and bottom with a good support(tank later on) and powerful AP Carry mid, you have good balance on your team. If you pay attention to your jungle, which is not that difficult since somebody on your team is constantly spending money on wards either way, you will always be able to get your buffs before the enemy can and you will always know where they are.
Just an example team that could work:
Top: Alistar/Miss Fortune
Mid: Cassiopiea
Bot: Taric/Teemo
Basically you can replace any of these champions with somebody else of the same role that would play that role extremely well, while making sure somebody on your team can fit into the role of Tank later on. There are plenty of different ways to do this.
Others:
Top: Soraka/Vayne..........Top: Lulu/Kog'Maw..........Top: Sona/Graves
Mid: Mordekaiser...........Mid: Kassadin..............Mid: Morgana
Bot: Janna/Corki...........Bot: Galio/Caitlyn.........Bot: Leona/Kennen
I know some of those may not be extremely appealing teams, but just a few combination examples. Something I did accomplish with each team though: there are two sufficient AD Carries, two sufficient Supports, and one AP Carry. And on each team, there is a good balance of AoE, single target, AD, and AP damage. There is also at least one tanky individual and plenty of CC to get the job done.
There are of course plenty of other Supports, AD Carries, and AP Carries available. As long as you keep tabs on your red/blue camps the whole game, it will work.

Yes, you won't have 4 Hard hitters, you can have 2 Super Carries as well as quite a bit of sustain. I don't think that the out leveling in top would be much of a problem, as you could force the solo top to back a lot more often than usual. Top lane is less susceptible to ganks, and you have another person to invade the enemy top buff with. Alternatively, suppose you take a traditional solo top as well as a support? What do you guys think?
