I like the buffs to MrP quints, MrP+ArP quints and AP glyphs.
BUT the nerf to flat MR runes is pretty dumb. The glyphs are really the only nerf-worthy flat MR runes..

Anyways back to the topic on-hand, I'm assuming you mean building on-hit then? He'd probably only be fine at a solo-top lane in a regular comp
