That's essentially what M5 did at IEM Hannover, and they won with flying colours. Their IEM score was 13 wins - 1 loss. Some matches that they won were won using this strategy. If you really know what you are doing then you could even use it in high elo games. 2 of you lanes will have a pretty big level advantage (top, and bot) this will give you a pretty good lead in terms of mid-game.

If you want to run 2v1 bottom, take Urgot or Gangplank, possibly Caitlyn. I don't think gragas will be good, as he relies entirely on his barrels to farm at long range, and 1. that won't work at early levels and 2. you'll run out of mana eventually.
For a roamer, alistar is practically necessary. You can take blitzcrank, maybe taric/janna, but alistar will 100% be the best.
Then, run a really good ganking jungler. Roaming might be okay without a ganking jungler, but if you can double gank then you'll be able to snowball things.
Lastly, get good aggressive mid/top laners. Sion would be great for mid lane, as he can roam as a triple ganker if you need to. Pantheon might be good top, but at that point you have terrible late game scaling already and you should probably get a decent late game champion.
After that, practice practice practice. You'll need impeccable early game execution to make the roaming strategy work well.

Well considering his W, with 8 in utility for mana regen and mana regen blues, you'd never go OOM.
If your intention was to 1v2 Gragas, those investments become well worth it for the simple fact that you can do what you're planning to do.

The idea is that it may not be the most optimized. setup (the meta is there for a reason), but at lower elos it will be to our advantage to throw people off guard. They wont know how to respond and we can capitalize on that.
The setup:
Top bruiser, standard. Pantheon, gp, ect
Jungle remains standard, maybe slightly unconcentional. Jax, olaf, nautilus
mid ap with some disrupt/cc. Viegar, orianna, cass
Bot is where we switch it up. Usually we'll be running gragas, with the idea that he can sit back and farm 2v1 fairly safely and hold the lane as long as possible.
Our 5th will be on roaming/counter jungle duty. Splitting his time between stealing enemy buffs and camps along with our jungler and ganking the solo lanes, with or without our jungle depending on the situation. Twitch and blitz are the primary champs for roamer.
If this works it should disrupt the enemy jungle significantly and make all the other lanes wary of constant ganks.
Tl;dr. Three solo lanes with a jungle and roamer vs low to mid elo teams.
