He could prove pretty scary, but I feel he'd be lackluster in most situations. He's sort of somewhere between sustain, kill and utility support. He doesnt kill as much as Blitz, he doesnt sustain as much as Soraka, and I doubt his utility could be as good as Janna's. He's probably HELLA'FUN, so I'm going to try this tonight for sure.

The bad thing about him, his cc is very unreliable. Most other supports have very reliable cc. I think this would be one of the main problems in the lane. His rockets can be compared to 
Sona's Q, but while they maybe deal more damage, Sona has way more utility with the aura. His 1 turret means, that nobody can gank the lane without taking some damage, this is a good +. It would be a pretty safe lane. That could work pretty well with Tristana, since she is a very aggressive laner. His ultimate is very weak if you compare it to other supports. So, it would be somehow a luck dependent support, which can stop most gankers from doing there job. But if he gets his combo onto the enemy, with an aggressive laner like Tristana, he could mean real terror.

Just try it yourself. It was quite fun for me when I was searching for an alternative support couple of montsh ago. He will never be Sona, Taric or even Nunu - an AD supporter but he is definitely worth a try. When I played him I was leveling R>Q>E>W, I think I had only rank 1W till the endgame since you can't really farm to build damage and double free wards are what you want to cover brush and river (you have to be careful on placement cause they will steal farm and mind they have less vision range). If you don't buy wards at the start you can get yourself even Regrowth Pendant to get quick Philo. Runes are pretty standard on every support, as for builds I just followed GP10 item sets.
His dragon times are... Just gooodlike compared to other supports!

I'm all about doing supports that werent ment to be supports, but i cant really get behind heimey support. Rockets are cone effect which means they could steal CS, Turrets can steal CS if placed wrong, altho the free wards is vrry vrry nice, the grenade is SLOOOOOWWWW and therefor too unreliable, and his ult JUST effects him, and cranks his abilities up, but as a support you dont crank your abilities with items at all, so if you crank a base of nearly nothing to ****, youre still going to get ****, even tho it may be shiny ****. Supports like Taric and Maokai ults give MUCH more utility to teamfights while their lane phase is still strong. IDK, if you are facing, say, Sona and Graves in lane with a Skarner jungler then maybe, this might work, but even then, there are stronger supports out there to fill that comp. sorry pal :(

CH-1 Concussion Grenade = Blind/stun, kinda effective since you lane against a auto attack champion.
He clearly ain't the best support out there but his kit is pretty damn solid, should he be built as a aura master, what do you guys think?
