Hecarim is fine, he isn't really great, nor is he bad, a lot of people derp build him, and a lot of people don't seem to understand that he's a jungler.
Why do people say passive scales bad? With pretty much just mercs, a triforce, ghost, and a person on my team with shurelia, I cleared 100 bonus AD on passive. Obviously 3000+ gold worth of AD is worthless :3

IMO he doesn't have the "new champ = uber derp" feeling to him that lets 12 years old rage the forums with "omfg nerf him" threads.
Problem is that his kit is just not made to fight a single enemy, your damage/selfheal starts to shine while 3+ enemies are around you.
And personally I'm totally confused why the **** they added that "Fear them out of range for your follow-up spells"-effect to his ulti... instead they should have added one that made them frozen with fear IN PLACE.

IMO he's really strong in the right team comp.

The reason I see him as "not viable" deals with the early damage caps on his Q/W. Which makes his jungling sub optimal. He does have a very weak early game and his late game is nothing to write home about.
Overall his kit is fun, and useful in almost any situation, but his short comings bring him WAY down. As well "Viability" is truly only a question if you're doing ranked. Otherwise it really "doesn't" matter.

First off, the damage caps against minions is lame...but seriously...have you even jungled him? He has a moderately fast jungle time (about on par with say...Cho'Gath), and his ganks are a little better than mundo ganks if you *dont* know how to gank. I would say he is pretty beastly late game. Look at the comments above...you have to *build him right,* you cant just stack Phantom Dancers and expect to win. You have to build bruiser ish (2-3 damage items and the rest support/health items.)

I have been watching streams, YouTube videos, reading forum posts, etc. And everone seems to think that Hecarim is not viable in game for the following reasons.
a) His passive scaling is very low, making it stupid to try and build full movement speed.
b) You have to build him full damage if you want to do any damage.
c) Bruiser/Tank Build is not viable because he needs damage to properly execute his potential.
d) Too weak early game.
I am going to address these arguments against Hecarim, because I believe them to be made by people who dont know Hecarim at all, or refuse to accept the fact that a champion that seemed really bad when he was first announced actually became awesome. Tell me what you think!!
a) His passive has low scaling because his has such high movement speed from early to late game. His scaling *must* be low, otherwise he would be OP. At lvl 6 with no movespeed runes (thats right), and with lvl 1 boots, I have 400 movement speed. I find that people who make this argument have tunnel vision on Hecarims weaknesses (which he does have btw), and refuse to accept the fact that his scaling is just fine. If you make this argument, please, argue for his *actual* downsides...not ones that *could* be downsides. Hecarim is not one of those amazing early game champions...with higher scaling on his passive he *would* be a better lvl 1 champion, but late game he would just be OP.
b) Not true! You dont have to build him full damage! Trust me, I rush Trinity Force and Heart of Gold. After that I usually grab Yomuu's Ghostblade *or* Frozen Mallet. And THAT IS ALL I NEED! Because of the damage, ability power, and movespeed/attspeed you get from Trin Force, you dont need a full set of damage items. Zeal scales with your passive, phage scales with you Q and E, and Sheen buffs your R and W.
Speaking of Sheen...lets talk about sheen for a second. Sheens passive does extra damage to an opponent every time you use a skill. So lets say you are in a teamfight...You charge in with R or E, auto attack (deals bonus damage), Q, Auto attack, W, Auto Attack, Q, Auto Attack---> they are dead...ANOTHER BLUE RIBBON FOR HECARIM! Then with Ghostblade or Frozen Mallet you can hunt down runners. Also, Ghostblades actuve....dont forget that =D
The rest of my build is pretty simple. Grab items like Shurelyas Reverie, Aegis of the Legion, Randuins Omen ETC. Items that will help your passive. In a teamfight I run in with Shureliyas, then Activate Ghostblade, and then activate Randiuns. With the actives on these items and your passive, you have an easy 200 attack damage. Who says you need more damage?

D) Yes...this is one of his downsides....this is what makes laning with Hecarim really hard, if not impossible. That is why I think he is best suited for jungling. He has a decently fast jungle, and can counter jungle very well with his base movespeed and his E. But yes, if you dont build right, have the right masteries, and the right runes, even Jungling is hard. I believe it was my second time jungling him that I died to Red Buff (cuz Im a noob...we ended up winning that round btw.)
So all in all, he has a weak early game...but late game his awesome.
Think of him as an Amumu with attack damage...hooves, a really awesome spear thing, a bunch of blue ribbons...and yeah....
that analogy sucked...
