No he is by no means OP. He is very strong in ganks and gets pretty tanky for a few sec due his ulti. But he scales horribly with gold. Most other junglers scale way better do more dmg and are tanky all the time and not just when their ulti is up.

To make this clear this isn't QQ thread and I don't consider him being op, I just think that his tankiness at early levels is very hard to overcome, especially if you are a squishy and wanted to hear your thoughts on that. No need to rage.
