Has [[Xerath]] Been Forgotten?

He either needs a tad bit better base on his Q or a tad bit better scaling. His E is fine. His W is fine I think. His ultimate is the best part about him, if you build a comp around abusing it you could do really well. It's also a good reason to choose him against certain casters that are not very mobile, as once you hit 6 landing a ERQRRQ is like free kills.
