...Except he'll get more farm in top lane then in the jungle? He did say top lane, not bot lane.

@cooper I consistently crush all my top lane opponents as a new Jax :p I've even destroyed a Yorick with no problems at all.
Counter Strike deals amazing damage (100 + 1.0 bonus AD, assuming you trade with minions) at level 1 and is the BEST low level trading skill in the game right now.
At 6 his Q W R burst is just insane.
The only flaw I've found so far is the lack of sustain, which is fixed with Bilgewater Cutlass/ Wriggle's Lantern/ Doran's Blades. Also:
right now he deals amazing dmg in ganks and has good cc. He can be kinda tricky to land stun right but hes for sure one best IMO.
Ehhh, his ganks are really sub-par in the early levels compared to junglers who are strong at it like Alistar or Lee Sin, his CC is actually really bad as it's just a 1 second stun. You won't kill anyone unless they are super super overextended, and early game his gap closer is on a long cooldown so you won't be grabbing a lot of kills with it either.
