I played her quite a few times as jungler, but her abilities are so weak, even with blue u run oom easily etc...
You have to be very focussed to play her effectivley and if I had to choose between twitch and eve, I'd choose Twitch right now.
But it's fun to kill bad people with eve.

She's very monstruous in Dominion if you go Hybrid dps (start with sheen into trinity's, build as you go). In a summoner's rift game, she has the problem of starting really slow, so you either land that first blood (which needs a good partner, reliable cc or opponent without flash-like abilities) or you risk falling behind fast.

Eve can go mid well (yes even cs cass etc) but she does has a pathetic early game. Her lategame damage though is extremely high.
