I think Nunu & Willump doesn't need Consume to deal damage, his Ice Blast does already enough dmg. And he is more a supportive jungler than a dmg jungler, his Ice Blast has great cc on it and Blood Boil can speed up your teammate very effectively.

And that is generally one of the biggest fail builds in the game. Why should Nunu & Willump go AP? Yeah, he deals high dmg and can heal himself up, but his main goal is to be a cc-bot and there is no high dmg needed. Only AP item I would get is Will of the Ancients to give my AP-carry better stats(I think Shurelya's Battlesong would be better), maybe a Rod of Ages aswell, since it gives good tankyness.
But he needs Banshee's Veil and a Frozen Heart is nice, too. Final item should be Guardian Angel to keep your auras longer up.

Basically, yeah, and that needs to be changed. Nunu & Willump is so cool, he needs that.
Base Attack Speed increased to 0.670 from 0.625
Consume:
Cooldown lowered to 14/13/12/11/10 from 18/16/14/12/10
Mana Cost reduced to 50 from 60.
Ice Blast:
Mana cost reduced to 70/75/80/85/90 from 75/85/95/105/115
Slow changed to 35/40/45/50/55 % from 20/30/40/50/60 %.
This change should remove 2 of his biggest problems: 1. very low jungle speed and 2. easy way to go oom. This way, he could back into the place as he was known for, a gankheavy jungler with great counterjungling. And the problems, that he has one of the highest mana costs and one of the lowest mana pools is fixed aswell.
