CDR Boots will be good for plenty of Champs.

TBH I think the CDR boots are too good. 900 gold for a pair of boots that grants you 15% CDR? Hell I would buy them even if they only gave 10% CDR. CDR Boots + masteries + any other 15% CDR item = easily getting to the CDR cap. If you for some reason didn't choose to get CDR in your masteries, CDR boots + Nashor's Tooth/Frozen Heart = instant CDR cap.
Pretty much any champion that incorporates CDR into their build will love CDR boots, and I can even imagine tanks that stack tons of AR+MR getting CDR boots simply because they won't be needing merc treads as much as they would like the CDR.

I was thinking that max CDR on kog'maw would be very useful, as both his armor pen and % health reduction relies heavily on the short amount of time that
Caustic Spittle and
Bio-Arcane Barrage are activate, so keeping those up as frequently as possible would be the pinnacle of a kog'maw that's useful for more than 4-5 seconds every once in a while during a team fight. CDR boots and nashor's tooth will easily compliment AD/AS, AP/AS (utilizing madred's for the % health damage is the kind of build i'm talking about), and AP builds.
