When I saw that login queue I was dumbfounded. Couldn't believe it. Had to wait an hour or so to get in which only left me enough time for 1 game. Damn you Riot. Fix that :)

Never close your client.

I'm sure they're just limiting the number of people allowed on to help with server stability after this week.
