I don't know. Ask Duff.
I personally think Nasus is a rather well-rounded character. Passive lifesteal, nearly spammable melee nuke, god-like slow, two sufficient AoEs, and plenty of survivability.
There are still quite a few champions I would put over him. Then again, I am really picky when it comes to what champions I will actually play.

Now you think about it; it could work. If you farmed your Q, you'd hit hard, and just build tanky/AP items like a Rylais, RoA and Zhonya's, Percentage damage that gets converted to AD, with a Lich Bane; his Q will still hit hard and so will his ultimate :) It could work; but not competitively.

Strictly AP? Maybe not. The secret of a good Nasus is in his Q. But! After building tanky items on him, I have been throwing a Rylai as well, turning his Spirit Fire into a slow that can be useful in team fight. Don't forget, for his ulti to be efficient you have to be in the middle of it, so you need to last and a fat Q with lifesteal coupled with tanky item will help you do just that.
It really boils down to this;
He's not better late game than other champions even with a farmed Q, and early game he's garbage trashbag useless.

Nasus must be build in 3 ways perfectly to do his job:
And of course you have to know how to farm Siphoning Strike.
I see no place for AP in this.
