Stream when you feel that you can offer even the slightest bit of help to the LoL community, remember that not everyone is good at this game and a new player will thank you for the support you give them.
Who knows you might even teach a pro player something new or a different take on something just by showing how you play.
Even if your methods weren't the best they may spark discussion among players which will lead to future advancements in the game.
Plus you might stumble across something hilarious while your steaming which is entertaining to the LoL community.
Really there's no limitations on when you should start streaming, i just recommend having good equipment to record with which includes a clear camera, audio and special effects if needed.

After you're okay with trolls/tryhards/bad kids/really bad kids/really good kids/everyone telling you that you're doing it wrong, that you're terrible at the game, and that you should uninstall. Because you're going to get some of that. Every time you stream, and the rest of the time too if you get popular.
Other than that... It doesn't matter whether or not you're great. Really. If people want to watch streams of great players, they'll probably be watching pros. So stream if you want, do what you want on your stream, but make sure you're having fun. If you're not, you're doing it wrong. And if you are, it'll make it more fun to watch.

The earlier you start, the more time people get to hear about you. Even if you're not good, bad publicity is still publicity, as they say.
So when you've got the time, give it a shot. You can start streaming for free right away (assuming you have a decent enough PC and internet connection), so you really have absolutely nothing to lose... except maybe some hate in the stream chat if you fail... which you'd be getting that in the game itself anyway, so who cares?

I'm not the best but I stream for the lulz. Plus I stream in-houses. But yeah just be entertaining and it doesn't matter how good you are. Look at grassyhren. He has a huge following based on his "why grassy isn't pro" vids. Cuz he may not be amazing but he's hilarious.

IMO you should start when you think our good enough that people can learn things from you and when you think people could be entertained by your gameplay. Or just ask some friends.
