To disable all startup programs (and probably the one causing the problem):
Start MSConfig, select "selective startup" on the first tab, go to the services tab, check the "hide microsoft services" box then uncheck all the boxes, go to the "startup ...*something*" tab and uncheck everything there too.

for school I had to use a program called WireShark, which is free. However you might not understand all it returns, but it shows everything that happens with your internet.
