Ahri is played because even if you're terrible you can do some stuff right. She has basic utility, nice sustain and she can run like no other ap carry. That's why 90% of the Ahris I see are jokes, but 50% get their game back once lane phase is over.
Fizz is a very strong mid, but he can be played agaisnt if you have any idea how he works. Heck, I've even been "countered" by fizz when I picked anivia and still managed. He is relatively popular, but these things come and go.
