The fact that you classified her laser just to ks is wrong, if a team fight is going to occur you burst it down first and lower their hp, while if you have blue you should be able to cast it again if needed at the end of the fight, your logic is kay the kills where Lux can not do that, her team needs kills she's not a big enough hyper carry to carry on her own.
I don't know if you have even read the whole guide. I said in the introduction, that I focused on
You don't need DCT boots on her, all you need is a blue rune, sorc boots are way better for her, the tome isn't needed at all, it's a waste of 435 gold, because the odds of you needing a void staff is low depending on the length of the game.
DCT boots? Explain please. Also, what do you mean by blue rune? I've already got that one, I believe. Finally - that's why I put the void staff in the end of the build - you'll only need it, if it's a long game. Thanks for your comment!
Cheers!

(2) I agree with Kizum that you really should opt to go for 2 Doran's Rings rather than just 1. I find it helps out a lot with her poor mana pool. Also, I would definitely start Boots 3 Pots every single time with no exceptions. It is just downright the best start for her because of the mobility it provides. If you move faster than your enemy you can dodge their abilities, and get in position to hit your abilities.
Compliment - Good job including the Move Speed Quints as a viable choice.
Overall, very well done. Hope I helped, and if you have any questions about my suggestions feel free to PM me.
