Depends on your role, what champion you use for that role, your team's setup, the enemy team's setup, the game's current state (who's leading --> Who has the gold advantage), who has the theoretical advantage (Initiation ability, damage output, crowd control) and how everyone is positioned, at the time of the call-making.
To make a guide about this, which would give you the sort of spoon-feeding you're looking for, it would have to be a huge register of various team setups, etc. Otherwise it wouldn't be extensive enough to be particularly helpful.
In other words: It'd be hell to make, and I doubt anything like it will ever appear on MOBAFire, because of that fact. Plus; it'd be extremely hard to make it understandable with all the different factors - there are so many scenarioes to consider, that it becomes an impossible task.
If you can consider the factors I listed in the beginning, in every moment of a match, and are able to take control of your team's actions, you should be able to decide and make calls based on what seems right, depending on the situation you and your teammates are in.

Speaking of solo queue, it's also easier to get your team to go along with your calls when you're playing certain roles, and difficult to impossible when playing others. I have a lot less trouble getting people to listen to me for dragon and baron calls when I'm jungling than when I'm supporting, for instance.

ahh I see. hmm still only lvl 22 so no supporting for me yet lol Ill pick up support again at 30.
righ tnow Im just grinding with ashe since shes easy and can carry games a lot. I used to play rammus but I found it too hard to play when 1-2 players are goofing off on theothe rside of the map, or dont want to fight when Initiate. (even after I pinged/told them to focus x then y etc...) so yeah. . .Im just bot lane ashe at the moment.

Support is the least listened to, not the most. He says it's easier to have people listen if he's playing jungle or another important role. In particular one of the roles that can come well out of the early game. AD Carries will want to farm in the beginning, and even if you get fed early, you're gonna shine the most a bit later in the game, but generally people won't listen to those in bot lane unless they somewhat show that they know lots of the game early on, making their teammates see them as an overly experienced player. Don't do this though, nor try to do so, since you are not an experienced player.
If you want to make it so important that you decide and decision-make, go jungle or mid. Top is possible for it too, but that requires you to do well in lane, or people are less likely to listen :)

Something also really important is using momentum. As in, if you're snowballing hard use that break after killing an AP Mid/a solotop to go to another lane and kick some ***. Specially at low level elo, people are furiously afraid of losing last hits/exp, so even if they see you coming they'll often risk it a bit more before going into safezone (or even eat some while under tower protection). Or, if you're a jungler like shyvanna and got some early feed, get some wards on enemy jungle so you can invade and even get some good kills.

You can try but at low level's you will probley be ignored intirely, smurfer's every where.
Jk, just many people have no idea of what your trying to communicate to them. You can try thou just keep tack of everything and think about what needs to happen next for whatever the result you are looking for.
