AP is NOT what Taric needs for damage.4% of mana as dmg per attack gives u a whole lot of hybrid damage(around 127 magic + 168 physical dmg/hit so 295 dmg/hit in total) thats usually more than AD bruiser gets and remeber that you also have heal and a whole lot of armor,so you shouldnt have ANY problems in killing bruisers without losing ANY health,of course if you keep up with them in farm.
and this is IMPORTANT-farm,farm,farm!-you arent a support,you're a bruiser and you should farm whenever you can.While its true that early and mid game on toplane is hard for Taric,if you do keep up with other toplaner in farm,you will quickly become an unstoppable,unkillable killing machine and a player who gives a lot of power to his teammates!.
As for your "Irelia, Yoric, Vladimir... ",this are all hard opponents for Taric because they all have some form of lane sustain and heavy harras.This are basically your counters so stick to turret and wait until you are strong enough.

Oh,and i forgot about your issue with movement speed.Silmply said you should get Greater Quintessence of Movement Speed,and/or consider getting Ghost in place of Flash.Another thing- Hardiness isnt better than Perseverance.Why?Because rank 2 and 3 of Hardiness give only 1.5 armor each while rank 1 gives 2 armor,and you already have a really large armor so you dont need more.Your another argument that Hardiness is better on an sustained champ-both Hardiness and Perseverance are meant to help your early game.In early game you dont have mana sustain,so additional health regen is really useful.
IMO the scaling AD marks are very useless on Taric, specialy if buy only a hybrid atk item -Trinity- and his builded after Frozen Heart, Iceborn Gauntlet, Aegis and Banshe's Veil... Mark of MPen should be better and i think Seal of Armor is a must due to synergise better with the new shatter (that apply armor to damage and to the aura). I don't know why you rush Frozen Hearth before your Trinity that could help you more in trades so you could explain more deeply your item purchase order, also Hardness is generaly better than perseverance on a alredy sustained champion.

,your dmg seems to be low.But there is way to check real damage.This way is called custom game->Proving Grounds 1v1(^^).At end,look at your damage.Now it shows,that you've done more than enemy AD carry!.
Btw.,added situational items,items description,runes description,and some other stuff.

Tried it. It has some weard stuff. Your dmg output is pretty low, and, since this build will make you faceroll as a tank, nashor is a bad pick. Suggest putting atleast heart of gold in it. Also, since you will not be doing that much dps anyway and you will be in a team, hextech could be replaced. Will of ancients - maybe on AP heavy team. Bigest issue here is that the build is expensice. It is rather hard to farm as Taric and the passive + AS doesnt solve mana isues. You last for 1 - 2 dmg exchanges and then you have to recall. I found mana potions insufficient for this too.
At pros you listed that he is imune to harass. That is not true. Harass mostly happens at the beginning of the game while heal is rather insufficient. Tho endgame potential for it is great.
Also at summoner spells you should probably list AD and AP increasing one, found it, well... usable. I did a mistake by not taking flash, he realy lacks escape mehanisms if 2v1.
I wanted to say something more, but I am watching a movie and forgot. Anyway, I loved the idea, maybe I will explore it further
You should probably expand item list to components, since, situationaly, you might pick base components in different order.
