Cait didn't need to be buffed, but I don't mind if she is, either -- makes her higher prioritized on my list of 6300 IP heroes to get.
Heimer buff - looking forward to that a lot, especially with the new ult. The AI changes are made to his turrets, not bots in game btw.
Eve nerf - never played Eve, probably won't for a while so the changes only make my games less stressful.
Rammus - Ok.

Ok so. you know apart from saying: hey we nerfed rammus, eve and rammus.
they also nerfed, yes. nerfed. Crit and dodge, now who does this effect? Jax and Tyrn.
Tyrn will not be able to pull of crit after crit, which will really hurt him, since all he does is auto attack and live off his crits =/...
Jax wont be able to AOE stun as much, which is aweful, considering jax is already really nerfed -.-"

They just "fixed" crit builds making it much easier to math-craft them since you can assume a constant DPS with a crit build now. In some situations it's a nerf, in some situations it's a buff. Tryndamere has 100% crit chance either way so he'll remain unaffected (with his ulti).
For example, at a 20% crit chance, every 5th hit should be a crit (of course this can be abused, maybe randomize the first hit per target and reset it after leaving combat).
They need to fix Gangplank's ulti as well if they want to remove RNG.
I approve of the Caitlyn change, however she'll still be useless as long as her ultimate remains blockable by tanks. She's only good in the lane phase, but since you can't send gold to your carry that removes the whole point, her first blood / early game killing spree won't help her in late-game at all, she is and remains useless as a damage dealer.
In my opinion she could use some skill-based armor penetration or attack speed. This could even be fit into the "sniper" schema: ".50 Caliber Bullets: Caitlyn uses high-caliber bullets for a short time, granting her attacks increase armor penetration", you get the idea.
Would be more useful for her than 90 Caliber Net, since she can just pick flash to escape ganks (it goes farther either way, and actually allows her to flash through most walls in the game unlike the current net which only works on like 4 or 5 walls in the map).

It looks good all around.
I just tried out heimer this week and he was "meh". But alas, I'm trying to play every support champion so I will have to learn him at one point or another. This also makes him look a lot more fun.
Eve, I thought the nerfs sounded pointless as long as a player got a vision ward, but I guess I'll have to see then.
Rammus' nerf will probably mostly regard his taunt. And maybe even his incredible amounts of damage he can deal on a pure tank build.
