If you focus on upping your game, the levels will come along with it.
Way I see it is this: levels 1-29 are for getting familiar with the game, working out what you're best at and refining it so that when you hit Lvl 30 you're able to keep up with other Lvl 30s. If you just race to 30 and don't bother trying to improve yourself, the win/loss ratio will start getting very painful.

20 is when tier3 are unlocked :D
I recommend an AD carry, and if it can jungle, it's even better. In many games (normals), there is no enemy jungler because for some reason, people rarely like playing them. If your team has a jungler and the enemy does not, this gives your entire team (and yourself) an advantage, and will often result in a win. Wins give more exp, so I think it's pretty sound logic.
