Keep in mind that building Randuin's means you'll also be building an early Heart of Gold, so you should have some GP10 for a while to make up some of the cost difference. And with a cost difference of only 300 gold, you'd only need to hold your HoG for 10 minutes to make up the difference entirely.
Both are great items, but most of the time I'd rather get Randuin's. Frozen Heart isn't necessary on a lot of champs, as they don't benefit as much from the mana and CDR it has as they would from a combination of HP and armor.

I'm a big fan of Frozen Heart, it's a great item for any tank facing ADC with heavy attack speed. I usually get it on Nasus, Galio or even Singed and Maokai if I need armor, all 4 of those champs can benefit from the extra Mana and the CDR is always useful (Especially for Nasus' Siphoning Strike). I have to admit I almost never build Randuin's Omen, I don't think it benefits pure tanks, but more for a bruiser needing a little of everything.
Randuin's is generally better because of the movement and AS slows on the AD carry, the AoE slows on their entire team and it builds from GP10.
FH can be better on certain champions or when the other team has several people relying on AS. You can always get both if you want.

This is what makes Randuin the better choice, Slows everyone once you gap close in there.
Also the passive means you can destroy there ad carry and even chase him down.

i think there is another equally important question: How dependant on AS is the enemy team?
Another thing you have to take into account is that, if you are a tank, you are most likely not going to get focused, so the passive from Randuin's Omen is going to be useless until you are the last one left, in which case, good luck.
So, to sum this up, both items are very good, but they won't fit the same type of champions. Frozen Heart is perfect for mana hungry straight tank, while Randuin's Omen is much better for an off-tank DPS looking to deal damage and get focused.

On one hand, the passives with Randuin's are stellar, especially with the slow. But on the other, its an insanely expensive item that synergizes best with a ton of armor and MR, which quite frankly bruisers don't really have a lot of.
On the other, you have frozen heart - its like a cheap man's Randuin's except with only one of Randuin's passives (but arguably the most important one).
