I took a few signatures out because I stopped playing the champions that were in them. (ziggs, zilean, etc)

We honestly have good guides for all of them. I just like writing guides, and if Im gonna write a guide, its gonna be a champion I know like the back of my hand, I dont care if there are other guides.

Don't force him to write a guide that will be virtually useless. Viktor is heavily underplayed and quite sub-par in mid lane. He's hard to play but it won't pay off, hence no one plays him. Also, Riot planned a gameplay rework for him so then he has to rewrite his guide (again).
