It's completely situational. There isn't a "best". Every champion is unique in their own way, and there is always at least 1 champion that counters them.
In terms of team influence, I'd have to say champions like
Morgana, Karthus, and Orianna would be best suited. LeBlanc beats everyone in early game burst, no contest, but falls off really hard late game. You can't really compare.

I'm really biased toward Akali. Her shroud is great even if the enemy team buys vision, since it provides resistance and armor. Also, her triple gap closer and burst is seriously overpowered if utilized correctly.
