If you only get AP dmg items on him no wonder the shield feels "weak"...
Admitted, Singed is never anything near 90% Mana, but with Seraph's + Gauntlets... and the Def you should get, thats ~750 and more effective HP you get form that shield.

It is 25% of you current mana macking it kind of inconsitent tbh. If you are full mana sure it would be a lot. But most of the time you are down to below 50% of your mana if you die if not less. meaning it ginving you pretty much 1/6 of your mana as a shild.
