No it is not. It only stacks up to four, but it is not unique and multiple BCs will make it stack faster.
At any rate, the broken part is that the rest of the stats aren't unique either.

The ArPen isn't unique, the CDR isn't unique, the AD isn't unique, and the HP isn't unique. Stacking them results in one tanky, insta-gibbing assassin with low CD spells and true damage to most enemies.
It's been nothing but free Elo for me atm.
