1. "+40% armor penetration" = X armor is penetrated (reduced) by 40% (Same as number 2)
2. "Attacks penetrade 40% of the defenders armor" = if enemy got 1000 armor you penetrade 400 of those
Bold is the correction.
They both are correct however you were interpreting the first one incorrectly.
