1. I find maxing q over everything else (except r, of course) a MUCH better way to actually pressure your lane in means of damage than w (you can almost always throw your q on cooldown no problem, and once you get the trick to actually hit it at least 90% of the times it is a lot more health efficient then getting close to your enemy with w toggled on).
Additionally, both the 130 flat or 18 % of current health you get at lvl 2 q are nothing anyone would ever worry about, but 280 flat or 25 % of current health can easily force someone to play extremely carefully.
2. Because of that, I almost always build the MPen- Boots. As you have clarified yourself, the 30% tenacity you get at lvl 5 w is huge and imho definitely enough. But having those 15 early MPen (i usually get them after Sunfire) makes your q hurt A LOT. (that is if you max q first, of course).
