You can buy magic resist items to reduce the damage from his 
Toxic Shot, while buying armor to reduce damage from his autoattacks. Against AP Teemo, always build magic resist. Against a regular AD/AS Teemo, build a balance of armor and magic resist, leaning a little more heavily towards armor.

Coming from an experienced AP Teemo with 76.9% Win Ratio as Teemo in ranked, Oracles' makes me very angry and upset. To stop a AP Teemo, build MR like crazy. His [Blinding Shot] will hit you for A LOT. His poison won't be too much dmg, but don't underestimate it. But most of all, his mushrooms are destructive. Be smart about where you walk, build good MR, and SHUT THAT TEEMO DOWN.
Don't face check them bushes... Garen is hiding in Teemo's shrooms =D
