You only get in trouble if you regularly leave matches. For example if you leave 10% of your games you're going to get a warning for sure. Riot understands that people sometimes have urgent stuff that happens.

i got banned because when i was level 1-10 i had to keep getting up to do things during games all the time and ended up losing for the team...now i dont leave anymore

Elohell is like Irelia's stun: if your real level is equal or lower than the level you are in, you're STUNNED there forever. If your actual level is higher than the level you are in, you're just SLOWED in your way up.
