If so then his Sand veil increases evasion. Arceus trolled me in Emerald by making my first wild encounter a shiny Wurmple. I was like OMFG MY SECOND SHINY WITHOUT CHEATING (the first being a shiny Geodude->Graveller->Golem in Diamond) then realized that I just had restarted the game to transfer a Treecko into my Diamond.
