I can't really say personally as a Swain player since I haven't played him since s1 but most of the ones I've seen lately since he's been a bit more common is Roa chalice and hourglass with t2 boots ofc and the game is basically over at that point. He gets so tanky it's kinda unreal when a decent team that can follow up with Swain. I will say that he feels kinda niche at times because Swain's sometimes reliant on having a good team that can cc combo/follow up well with Swain and a enemy team that is vulnerable to what I just said. If you still lose with that build, I can't really say anything other than your team comp sucked, the enemy team can kite/poke your team harder or you just misplayed your champ.
Swain has definitely lost some of his power vs all the warmogs.
I finally played vi jungle, and it's broken as ****.
Also, j4 and wukong are ok, but they don't fit on every comp. watch the ipl qualifiers and other streamed tournaments and watch what top laners are FOTM. That's how I decide what to learn and apply to solo queue.

That's kind of what you said right there. How in any way is Viktor unplayable?
Viktor really suffers from only being able to build 4 real non-boot items. His "passive" eats up an item slot which he could be using for... A better item. Besides that, he doesn't really bring much to a team that you couldn't get elsewhere (and also perhaps better), so there's no reason to use him over other choices.
So, while Viktor is "playable" in that he can be played, he is not "playable" in that he's actually worth playing over other champions for mechanical reasons.
Also, it's worth noting that wild potatoes actually have a decent chance of being poisonous. The reason we don't have to worry about that in the food supply is because the concentration of the toxic chemical has been reduced through selective breeding over centuries (and perhaps more recent genetic manipulation as well).

Anywho, I do admit he has that handicap and it should be addressed but Viktor can be a great mid laner, his ultimate is hysterical for making the enemy panic in team fights and the same can be said of his Gravity Field. Death Ray is a great harassment and farming tool and is nice for checking bushes without throwing yourself into gunfire.
The only thing I can agree on is that it Energy Transfer is pretty useless besides early game, after which it's just a cute paper ball.

Energy Transfer being useless besides early game? you serious? early game is when you want to use it least because you have to get close to them to use it and by the time you get the shield an opponent with a brain would have harassed you back making the shield useless for the little damage it does, because im assuming youre maxing your death ray first and gravity field second so you dont die by ganks
also his ult is "hysterical" but there are better silences and trying to control the ult, being close to it so it moves fast enough to keep up with the enemies on a very slow moving champion, and using your other skills while controlling it is complicated, and smartcasting his laser is a bit hard to do

Swain lane is just a bit harder in s3. If he gets babysat a bit by the jungler, dear god the game is really bad for the enemy team. Swain is pretty strong right now outside of laning phase.
