Lulu top is usually built as a bruiser or utility AP. She usually goes 9/21, in masteries, defesive glyphs and seals (mres/scaling mres and armor), penetration marks (hybrid, ap or ad). Quints will probably vary.
I can't really give you a build, I can only really guess at what she'd buy if she wanted to ad bruiser, stuff like
Warmog's Armor, Frozen Mallet, Blade of the Ruined King, locket of the ion solari, Wit's End, etc. Probably with mana regen/creation early as well since she doesn't get any blues and she needs it to stay in lane.
The nice bit about Lulu top is that she can annoy and manage a lot of tops a bit in the way of Teemo, but she brings a lot of great cc and utility to the team. She is also good at escaping ganks with W+Q, can bait some dives with R+W and setup ganks with E+Q and W on self or jungler.

if i am not mistaken the last lulu top i've seen was phantomlord in his stream....he had akali top so countered well with Lulu .... it seemed very fun to play with an impressive-range poke with Help, Pix! on a minion then Glitterlance from almost 1500 distance !!!!
he went for a tanky ap build with a Haunting Guise Catalyst of Aeons Blasting Wand Sorcerer's Shoes, then the game was finished by a surrender.

I love her top.
Nashor's Tooth or Wit's End, Liandry's Torment, Blade of the Ruined King, and Mallet just let her dominate pretty well, and kite like crazy if you play well and play safe. Early game will be the roughest, but from there you should be golden. She's so good in Teamfights too, with the amazing utility and cc she offers.
I remember topping against a Nasus, and 1v1ing him, but just kiting around him, not letting him get enough hits to take me out. It was very satisfying.
