Do yourself a favour, give jhoijhoi's "Making A Guide" guide a very thorough read, and actually pay attention to what it says. I would recommend archiving this guide, and releasing a NEW one with the same information presented more properly.

OK, so starting from the cheat-sheet:
You should probably look to max a skill by level 9. Since Q is

Generally, one should max his first ability at lv9. However, as i explained it just doesn't match poppy.
There are many arguments about the skill sequence of poppy.
I don't think that we should do the same thing or max the same skill first every time.
