Elohell is like Irelia's stun: if your real level is equal or lower than the level you are in, you're STUNNED there forever. If your actual level is higher than the level you are in, you're just SLOWED in your way up.

So here's the thing. Let's assume that the rune combiner cannot give you runes that you can't buy. Since you can't buy more than nine copies of any single rune, this means that the rune combiner won't give you runes you already own a playset of. However, a lot of runes aren't actually all that good (why would you want AD glyphs instead of something that's actually a glyph stat?), so there's a high chance that you'll get useless runes. And the more useful runes you own, the less likely it is that the rune combiner will give you runes that are useful, which means that the rune combiner is bad.
However, if we assume that the rune combiner can give you runes you can't buy (such as duplicates of runes you already have nine of), nothing changes. You've still got a large chance of getting useless runes, and the more useful runes you own the higher the chances of getting useless becomes, as your chances of duplicate runes rises by the chance of getting runes you don't own because they're bad remains the same. So in this situation, the rune combiner is still bad.
Because one of these must be true, the rune combiner is bad. Period.
To trouble Cudd's data more specifically, he didn't really save any IP. He spent 1875 IP to get 1025 (the seals and AP glyph) IP of runes that he will use and 1435 IP of runes that he probably won't ever use. The latter is wasted. Period. This means that he spent 750 more IP than he got real returns from. This is assuming that he did not already own all of the runes he got from the combiner, as well, which would surprise me, considering how universally good armor seals are.

I bought 125 tier one runes, each with a price of 15 ip
That is a total of 1875 ip
I combined them all and got the following 5 tier 3 runes:
Quintessence of Attack Speed - 1025 ip
Seal of Armor - 205 ip
Seal of Scaling Health - 410 ip
Glyph of Ability Power - 410 ip
Glyph of Critical Chance - 410 ip
The combined worth of these adds up to 2460 ip
Saved 585 ip
