if you're looking at plain facts
nuatilus has a shield and four forms of CC, high damage early ganks and almost inescapable ganks because of his CC. He can force a flash with just a throw of his Q and his late game is amazingly good for initiation and peel. I think nuatilus might be the best jungler right now.
