I don't play Ezreal so I won't downvote because I am not sure the quality of your information but from what I see you need to add code, expand more on your ideas, and maybe fix up your runes. HMU if you need any help at all with code. I know quite a bit about BBCode and would be delighted to help you polish this up so you can archive it and release one that will be worthy of upvotes.

Your runes. Don't try and make runes more complicated than they are. Use just seals of armour and glyphs of MR.
Building statikk shiv as your only on hit effect. Ez need lots (especially sheen) because his mystic shot applies on hit effects.
Building Hurricane without any on hit effects.
Listing phantom dancer as situational on an adc
