All abilities are super low base damage, I'd add more damage to it. I think his W stacks should build up in a different way, as idling for benefit is bad game design. In general it's a nifty idea and I love the anti-grimdark feel. But I think that your idea behind him needs to be coalesced. Right now he seems like a disruptive tank, but in that cast his ult is really weird.
Also his hidden passive is hugely impactful compared to other hidden passives. Maybe he just takes reduced damage from Hecarim or something?

The base scaling on his 'Rainbow Veil' active skill seems a little low considering he'd get like 100 bonus magic resist per stack from his AP scaling late game. I think you should tune down the AP scaling to 10% or 5%, and give him some better base scaling to carry him through early game when his AP stuck in the 40s.

On a side note, what's his role? Melee AP mid mage, or is he meant to be more of a bruiser with his 'Ws' passive?

His W passive should be easier to stack. Maybe 1 spell to 1 stack, or more stacks per spell at higher levels.

also i changed the w so that "players" would carefully choose whether he needs the damage or tankyness at the current situation. so W would not give him a right away free resistance.
Q is much like alistar's headbutt in the way he travel, albeit much slower than headbutt, and it's main function is disrupting and chasing. i am currently thinking of what numbers to add to it for it to be balanced.

Rainbow Trail- after a basic attack, kayrim will recieve a 2%/4%/6%/8% speed boost for 2 seconds that decays slowly overtime. He would also leave a trail that grants half of the movement speed he received to allied champions who walks through it. the trail lasts for 3 seconds and the allied buff lasts for 4 seconds and decays overtime. cooldown of 10secs after the effect wears off.

Rainbow Bridge- kayrim's affinity of rainbows let him create a bridge towards an enemy target's location and dashes quickly over there knocking the enemy up in the air for 1.5secs.
dmg: 50/60/70/80/90 (+50% ap)
cd: 10secs at all levels
W
Rainbow Veil(passive)- Kayrim passively covers himself with a veil of color everytime a nearby spell is casted, getting 1 stack per 4/3/3/2/2 casted spell up to a max of 7 stacks. with seven stack the next ability (except ulti) would deal a bonus magic damage equal to 60/70/80/90/100 or 30%/35%/40%/45%/50% ofcurrent ap, whichever is higher.
Rainbow Veil(active)- Kayrim hardens the veil of colors giving him 1/2/3/4/5 (+25% ap) of armor and magic resistance per stack of rainbow veil. effects last for 10 seconds and cannot stack the passive while the skill is active and on cooldown.
cd: 10secs at all level

Rainbow Prism- kayrim produces a bright burst of light that deals 50/60/70/80/90 (+70% ap) magic damage around him. the beam would also make the enemy champions miss their basic attacks for .75secs.

Rainbow Beam- Kayrim gathers all rainbow and friendly energy around him to produce the most powerful beam of rainbow! kayrim will select a target and produce a powerful ray of rainbow that would bounce up to 10/13/16 enemies visible in the map dealing 50/75/100 (+50% AP) and increasing by 10% dmg per bounce and dealing additional (50% ap) damage on the last enemy struck. the rainbow can strike the same units up to a max of 3 times.
