With skins, it is a purchase. It just so happens to be a purchase that doesn't affect your gameplay, only your aesthetics. It's like paying for a new spray-painting on a car. Practically speaking, it doesn't help the car get from A to B any better, but it's just a prestige and vanity thing.
For the icon, I would agree that it's a donation. But with donations, you don't look for the best deal or look at whether it's a rip-off to donate. You only consider whether or not you would, out of the goodness of your heart, give money to support the cause. Unless you're buying it just to look cool, in which case, it's no better than buying skins.

No more than IP does. All you've really paid for is time you wouldn't have spent wasting farming IP, but it doesn't add to the game. It hasn't given you 'extra features' that the game itself wouldn't have given you.

regarding this as an industry is a problem, at trying to continuosly atrack people to your circle is yet another problem many seem to ignore.
