if you're going to build it, make sure you do a bit of research on the topic. It's relatively safe, but a mistake in the installation could result in an electric surge to short out your $200 graphics card.
look up ESD in relation to computers. Generally holding onto the metal case is a proficient enough method to ward off any ESD.
Also if you install a heat sink on top of your CPU you'll want to know the most efficient method to lay on the thermal paste.
Just things like this, because stuffing up at certain points in the procedure can lead to problems within your computer.
There are also problems with parts you buy, as in certain parts don't work in certain motherboard's etc.

Posted picture as a example what it could look like. I did say he could upgrade processor and video card, if he wants to spend some more money.

I still want a CD reader on my computers. I like to buy physical CDs to play in my car, so being able to rip the files (at a bitrate of my own choosing) is useful to me. A DVD/Bluray reader is nice if I want to rent movies from Redbox, although I also have other devices to fill that niche.

So, while you can get away with not having an optical drive, there are a lot of reasons why you still might want one, other than just that you don't know much about the technology.

Microsoft even provides an official exe file that does all the work for you..
I'm pretty sure it works with both W7 and W8.
Also, installing from USB is considerably faster than DVD.

If you're actively choosing not to buy any disks like I am, then you'll pretty much never need to use one. I can't think of a single piece of entertainment or thing that I can't get digitally, and would need to get through a disk.
I use mine for legacy purposes only and it's a lot easier to have one drive that you just plug into whatever computer needs to use it. It also works with those laptops/ultrabooks that don't have a disk drive.

I don't think it's reasonable to assume that everyone will have newer cars, especially as we're probably talking about young people.

Microsoft does, yes, but not all third party utilities do. Burning to disk is easier than setting up a bootable USB drive for many of these third party utilities. The tool I was using required a separate utility to set up the bootable USB drive, and I just couldn't be arsed when I knew that burning to disk would work just fine.

I can think of a few, namely because I listen to obscure/unpopular enough music that I actually have difficulty finding digital copies sometimes. Especially for older music, as I refuse to listen to low bitrate files.

That's still an optical drive. Now we're just arguing form factor. And yeah, if you've got multiple computers to plug it into, that's probably the ideal form factor.

Which is why I said: "Not sure about the pricing on car stereos for older cars", as I'm pretty sure you could buy one that supports USB for some older cars.

You mean when you're pirating windows?
I'm pretty sure you could do that even with Microsoft's utility. There are other utilities that do it for you too though.

Well, if you're pulling the obscure card I can tell you that there are far more obscure music artists and other things on the internet than on disks.
