Fabulous Karthus
His cloak is in rainbow colours and he has a staff with a big peace symbol. He also wears a bandana and oversized sunglasses.
Q: Coloured smoke. The colour chosen is random. Karthus comments on every colour.
W: Rainbow-coloured wall with a lot of sparkles. Enemies who will walk through get a rainbow-coloured glow as debuff. Karthus will say upon placing the wall "let me fix that outfit"
E: The ground around karthus becomes a meadow and flower petal particles flow around him. It's too fabulous!
R: An all powerful rainbow strikes all enemies on the map, "FABULOUS" appears on impact.

The wall should make the champions it hits have a hippie outfit instead of the rainbow glow. The outfit would be unique to each champion. Lots of work but they could easily make it an ultimate skin and charge the price of one. It could also have emote interactions with Groovy Zilean.
