Yes, i think the new phage would be very good on vayne in particular, because she already gets bonus movement speed when chasing an opponent, but with the phage movement speed, no one would escape. She can also proc Trifore frequently due to the low cooldown on her Q.
Lets see here:
Ashe: maybe, the phage procs work great with her Q but she doesn't have a skill spam for Sheen and Triforce
Caitlyn: No. With out a skill spam or slow it doesn't work very well
Corki: could use Triforce before. This change of passives might bring Corki back
Ezreal: same as Corki. Although he never fell out of style due to the blue build this will bring welcome alternatives to the table.
Graves: Maybe. No slow hurts Graves with Phage procs. But being more ability reliant means sheen procs are more consistent
Varus: yes. Everything about Triforce can synergizes with Varus. Phage procs helps his passive. AP and The sheen proc works with Blight Quiver. I don't see why not from here
