filters > render > pattern > grid
with these settings:

(make sure to put it in a new layer)
set the layer to overlay at 20-40% opacity
EDIT: To get the same effect as mine you'll have to erase the lines from the focal point

I really like it, however, I think that your borders, not only for this sig but a lot of them could be a bit thinner and you could experiment with a border that goes all the way around.
