It is because efficiency.
In the Meta most teams (unless something goes awfully wrong) will help the jungler with a smiteless buff (red or blue)
Since the jungler has smite up it makes sense to do the other buff with smite because it won't take that much longer.
If you get a smiteless buff and then gank while smite is still up it's just inefficient.
Also if your team forces jungler to smite first buff it is also inefficient.

I guess a level 2 gank is most useful if used by a strong early game champ who started on red buff. Just like it used to be

Lee Sin etc. can easily do level 2 ganks.
In some situation it might be better than the level 3 gank. Otherwise the time that you save is about 1 min. And 1 level more in that time with an additional buff can give you the edge.
