what do you mean if you say low-level?
if you are level 30, go with a jungler, unless you are doing crazy killlane stuff or something.
remember that you should give buffs to your teammates and gank lanes though, or a jungler is useless.

well thing is i am not yet lvl 30 and what i see from most games who use a jungler is that either the jungler fails horribly or toplane fails horribly in soloing vs. a team who just has 2 toplaners; This is either to not having experience or gameflowknowledge or reaction time;
So my thing is, i think it is better to stay 2-1-2 because its easier to play and being noobs as we are its better to stay with easy then follow the metagame which is harder to play effecively.

Overall it is better to jungle, definitely when you are level 20+ and have a decent kit of runes.
Obviously sometimes your own top laner cannot play defensively and you also have junglers that don't take the buffs on the other side when they are facing 2/1/2. However, if your own top laner plays safe, your own jungler grabs all the buffs, dragons etc, it is definitely profitable to have a jungler.

If 2-1-2 is common i recommend to go 2-1-2 unless your top has a champion and the skill to cs under a tower and the jungler is somewhat competent as well. That means, don't do it unless you know for sure that the top and the jungler are smurfs or people you know (or yourself if you can do it).
however, if the toplane is 1v2 because one team has a jungler than the one without partner has an advantage if he plays safe and gets enough cs because he will get more gold and exp than the
enemies if they are on an average pre-30 skill-level.

^ I personally would adapt to playing with a jungler asap. Winning or losing doesn't matter because you are not ranked, low level play is all about fun and practice before you hit level 30. If you are not used to playing as a jungler, or with/against a jungler, you'll have a harder time adapting to the meta after hitting 30.
A good jungler can abuse a 2/1/2 really easily so you just need someone to to step up.

Why i ask this is because i think most teams on this lvl with a jungler and solotop loose more than they win; Why is this? because we are noobs and dont have a clue about farming and staying safe, and the solotop gets killed a lot because the enemyteam has 2 top who just kill the solotop over and over again. Which in turn nullifies the jungler xpgain + solotop xpgain...
