What if the person clearly states in their guide that "other builds do this, however I don't think it's viable". You find their build to be lacking completely in some way or another, and due to their comment you believe that they will not change their guide/build to reflect your comment.
Such as if they have a section saying 'Don't do this' or 'Don't buy that' without a proper explanation why. What if you believe that 'Doing that' is the best way of going about the situation but due to their statements in their guide you know they won't change it.

Footyballs: I'd still stray from giving the -1, even in that scenario. Besides, if the point really is made in bad judgment, most of the time, other people will have caught on and probably downvoted because of it.

I only -1 if the build is literally so bad that I think it will in fact lower people's skill / confuse new players, and I still leave why they need to fix it. I also -1 if there's property issues. That being said... I haven't given out very many -1's in my time here...
Otherwise if I have some criticism I usually just comment and say "if you fix this I will gladly +1"
I agree it is hard to decide when it is appropriate, especially with the hate you can get from doing it... It is a frustrating system to work with but I understand why it is in place.

If I see a build, time and time again, making the exact same mistakes as previous builds I usually -1.
If it is a 'guide' with useful information etc, I will usually +1 and give my advice on the build. I've been -1'ing a lot lately due to the frustration of people making builds the exact same as ones already on the site, or the ones that instantly have +1s within 5 minutes of being created with comments like "love it, tried it, it works. went 5000/0/10 +1" and the person leaving the comment has only 1 comment. I know people are trying to get a step-up in the 'competition' (as people believe it to be), but it just pisses me off.

When it comes to downvoting, I've come to the fact that some people see Mobafire as too big of a competition. When I first released my guides, I got raging really hard when I got my first couple downvotes. However, as I got more, I learned that most of them were from accounts with a comment count of 5 or lower. From that point on, I saw it kinda as a compliment.
For Ex: I've gotten my Twitch guide high enough to a point where I saw that most of the people liked it. However, -1's brought it down, making it look 'less as good'. However, apparently people see my guides a big enough of a threat that they must make troll accounts to -1 my guides. So I've learned to just shrug off -1 votes off. However, I love the constructive -1 votes from people that actually read my guide instead of most people saying "OMG THIS BUILD HAS NO LIFESTEAL -1!!!!!!111!!!!11!!1!", when my build has an option to switch in/out Lifesteal items.
TL;DR- Troll Downvotes? Shrug it off. Be honored someone sees your guide big enough as a 'threat' that they have to -1 it. Constructive criticism with -1's? Learn to love it. I usually only -1 builds if I think there is something really wrong with it. But first I leave a comment and tell them what I believe is wrong, and if they do not explain why they did what they did, after a several weeks without anything explained or changed I will eventually -1 it.

So why is it necessary to lower a guide's score, when after the author fixes it, you'll probably change your vote back up anyway? I suggest that criticisms for a build can just be expressed as a simple comment instead of a blaring -1 on a new build.
The only time I'd advise downvoting, actually, is to lower a troll build/duplicate build, or to bring the rating down on a build that doesn't deserve it. For example, a Shaco guide at 78% with a Rod of Ages and a Sunfire Cape that doesn't get his ultimate until level 16 probably only got there because of the guide user's friends, meaning that it's reaching a rating it doesn't deserve, and should be lowered for the sake of not misleading users who see it.
But other than that, I really don't see the point in giving a -1 to a build that's newly made or only has 2 votes.
