It actually does make sense when it's explained, but it's sort of counterintuitive. The main thing is that [[Vault Breaker]] actually does a [i]lot[/i] of burst damage just through the fact that, if you charge it, its damage doubles. It's [[Vi]]'s best mobility tool and makes up a lot of the damage from her ganks. The main problem is that it has an extremely high cooldown, which maxing it first reduces. [[Excessive Force]] doesn't actually outdamage [[Vault Breaker]] by too much, particularly during the early game. It's powerful, but mainly due to the fact that it gives you a double autoattack reset (and thus two speedier stacks of [[Denting Blows]], and maxing it doesn't give you more charges. So when you max Q first on [[Vi]], you're essentially turning [[Excessive Force]] into a utility skill. It exists as an autoattack reset to apply [[Denting Blows]] faster, rather than a source of damage on its own. So when you max [[Vault Breaker]] first, you don't sacrifice much, if anything, in the way of damage. And since you max [[Denting Blows]] second, [[Excessive Force]] retains its usefulness due to the skill it exists to facilitate getting stronger. Maxing [[Excessive Force]] first will give you a faster clear, but [[Vault Breaker]] actually makes you more mobile and makes your ganks hurt more.[/quote]
